fix(spm): add ARM_ARCH_MAJOR option Add ARM_ARCH_MAJOR=8 option to SPM tf configs already specifying ARM_ARCH_MINOR=5. This is to avoid any ambiguity on the architectural major version in particular when one or both the options is forced by the build flow of platform.
