feat(lx2162aqds): add trusted boot builds PLAT=lx2162aqds build with custom tbbr from nxp tbbr cot file and this build can be without mbedtls dir specified. This is a special configuration used so add this to l1 group tests. Align all mbedtls downloads to archive paths and avoid using ref/tags in url.
