Add ENABLE_CONSOLE_GETC=1 build configs for AEM FVP. TF-A now disables getc() feature by default. Add build configurations which explicitly enable this feature to detect any build regressions in getc() related code on AEM FVP platform (AArch64 and AArch32 states).
