fix(fvp): ensure cores cold reset according to `pctl.startup` Changes to the power controller of some models between 11.17 and 11.22 meant that cores no longer respect `pctl.startup` unless we also set: - pctl.use_in_cluster_ppu=true, and - cluster0.core_power_on_by_default=false Change-Id: Ia9efe931a5d612cc165963a98e92a85de2ccc2d2 Signed-off-by: Chris Kay <chris.kay@arm.com>
