tc: Update host FIP image for TC3 TC3 is different from TC2 for generating the FIP image. It requires to append images with options '--rse-s' and '--rse-sic-tables-s'. Update the corresponding step. Change-Id: I743f9ae400d51db1b4df5ec806f30fcb1050b591 Signed-off-by: Leo Yan <leo.yan@arm.com>
