utils.sh: Update domain of old arm ci `is_arm_jenkins_env` is causing issues in the new Arm CI as the paths are derived from different locations. `is_arm_jenkins_env` is a legacy dead code. It should never return 0. Instead of returning 0 directly, update the domain name to match old arm ci.
