coverity: fix SPD=tlkd builds. With TF-A commit - https://review.trustedfirmware.org/c/TF-A/trusted-firmware-a/+/31121/36/services/spd/tlkd/tlkd.mk tlkd builds are disabled when ENABLE_FEAT_D128 is enabled.
