ci(juno): remove 32bit u-boot based test configs
There is no upstream support for 32bit Juno defconfig in u-boot.
Currently, only 64bit defconfig seems to be supported[1]. At present,
an outdated 32bit Juno u-boot binary from Linaro is deployed in our
CI and there is no upstream documentation available to reproduce this
binary. We believe this 32bit u-boot based Juno test config has no
additional value with respect to our test coverage.
