fvp-docker-images: Make UBL license files available to docker image builds The "swskt-linaro-root-20240523-165d.lic" file, recently received from Romain Castell of Arm UBL team, was uploaded to the TuxPut FVP bucket, and we're going to include it in the FVP docker images.
