eclair: Consider sel_tag_and_not_glob.ecl to be a "module" Consider that sel_tag_and_not_glob.ecl is a "module" defining new option. So, seperate definition of the new option from its usage, moving the actual usage to eclair_report invocation, how it was before with the old option.
