Infra Health: Decouple from other TF-M jobs Infra-health needs a stable version of TF-M to make sure the infrastructure works well. Other CI jobs need to use the latest HEAD on master of TF-M for verification. So Infra-Health job needs to be decoupled from other TF-M jobs.
