ci: update bl31 spmd prebuilt to TF-A v2.8 Rename trusted-firmware-a directory to trusted-firmware-a-spmd. Rename bl31_spmd.bin to bl31.bin Update prebuilt bl31.bin binary with TF-A v2.8 release [1] Update license file from latest of upstream TF-A.
