Invoke config.py instead of config.pl

git grep -Fl /config.pl | xargs sed -i -e 's!/config\.pl!/config.py!g'

Also:
* Change one comment in include/mbedtls/check_config.h.
* Change PERL to PYTHON in CMakeLists.txt.
