Revert "build(zynqmp): add build config with the pncd SPD" This reverts commit 51603fc22c13d1a8dd920f15c7cc1902c689b916. Reason for revert: Expect this may break CI without other changes still under review so creating reverting change if that occurs and we will hold the change for when the rest are ready.
