fix(arm): tf_config default to aarch64-only Moving tf config from default to aarch64 only for CTX_INCLUDE_AARCH32_REGS=0 setting for Foundation model. This config is v8, but EL1 supports AArch64-only for the Foundation model that supports v8+v9.
